SOUTH REGION INTEL REPORT FOR TEXAS AND LOUISIANA: 5 AUGUST 2020
TEXAS
Black Lives Matter activists in San Antonio are planning a vigil to honor Garrett Foster, the armed BLM activist who was gunned down in Austin on 25 July.
SIGACT: San Antonio has not been prone to the same levels of violence as other places in Texas, or nationally. Though, the group putting on the event is BLM-affiliated and the potential for violence is certainly there. Social media invites for the memorial have been extended to BLM/Antifa activists in Austin as well. Austin activists have been active in the harassment of private citizens and damaging public and private property during demonstrations.
In addition, the invites call for all black attire. While it is not unusual for vigils to be attended by people wearing all black. However, Black Bloc is also the uniform of choice for Antifa/BLM when rioting.
SITREP: The vigil/demonstration is scheduled to take place at Travis Park (301 E Travis Street San Antonio, Texas 78205) at 1900 on 5 August. After assembling at Travis Park, it is believed that demonstrators will march to the Vietnam Veterans Memorial at 451 Jefferson Street.
RECOMMENDATION: Avoid Travis Park and the Vietnam Veterans Memorial in San Antonio on 5 August.

PROTEST ADVISORY: AUSTIN, TEXAS
There are daily anti-police and Black Lives Matter protests scheduled to take place in Austin, Texas.
SITREP: The daily protests are scheduled to run from 2 August until at least 9 August. The demonstrations will begin at 1800 and continue to at least 0000.
The protests will be focused on Austin PD headquarters: 715 E 8th St
And the State Capitol: 1100 Congress Avenue
RECOMMENDATION: Protests in Austin over the weekend were met by a large police presence. Still, some protesters did manage to harass patrons eating outdoors at restaurants, and cause heightened tension in the area. These Antifa-BLM protests are expected to be met with armed counter protesters/security forces.
The recommendation remains to avoid Austin, specifically the area around Congress Avenue.
PROTEST ADVISORY: Antifa rioters in Austin are gathering supplies for prolonged, serious civil unrest.
Antifa-affiliated social media accounts, specifically one known as “Peace in Austin,” are organizing “gear drives” to supply militants with vital equipment for riots.
Specifically desired items are:
-nails and garden hoses for destroying vehicle tires
-duct tape, electric tape, wood, metal, and bolts for constructing barricades and hand-held weapons
SITREP: The group has attempted to organize collections for these items at least once this week but had to cancel due to security concerns. However, the social media accounts make it clear that the group still wants to hold the gear drives.
RECOMMENDATION: The above information should make it clear that, despite the success of local and state law enforcement in containing demonstrators in Austin last weekend, Antifa/BLM is not done in Texas. Given the call for such large quantities of potentially dangerous gear and the level of effort that is going into the gear drives, Antifa/BLM could still attempt to establish another CHAZ zone in Austin.
Especially concerning is the request for nails and garden hoses. This suggests strongly that Antifa/BLM has the intention to destroy the tires of motorists and/or police vehicles to prevent them from being able to get away, making it far easier to attack the occupants.
Another frequently discussed Antifa/BLM goal on social media, is to fight for the release of the 40 activists who were arrested in Austin last weekend. These devices could certainly be used in Portland-like riots to pressure authorities for their release, or to pressure city officials for deeper cuts to the Austin Police Department. Which is another goal of activists in Austin.
Either way, continued unrest in Austin, San Antonio, and other large Texas cities should be expected.

PROTEST ADVISORY: A large, majority black church in southern Dallas was the unwilling scene of a "Back the Blue Cruise" protest last Sunday.
According to the church, which displays a large Black Lives Matter banner in the front, the Back the Blue event took place without their permission. The Back the Blue protesters showed up with pro-Trump signage and the church was not pleased.
At the time of this writing, there is no public plan to protest. However, the church will likely want to make display or demonstration to show where their true affiliations lie. That could manifest in a protest, a video/written statement, or some other way.
In either event, it would be a good idea to exercise extra caution in the vicinity of the church which is located at 2020 W. Wheatland Road Dallas, Texas 75232
