SOUTH REGION INTEL REPORT FOR TEXAS AND LOUISIANA: 19 AUGUST 2020

TEXAS

PROTEST ADVISORY: AUSTIN, TEXAS

There are daily anti-police and Black Lives Matter protests scheduled to take place in Austin, Texas.

SITREP: The daily protests are scheduled to run from 19 August until at least 26 August. The demonstrations will begin at 1800 and continue to at least 0000.

The protests will be focused on Austin Police Department headquarters located at 715 E. 8th Street, and the Capitol Building located at 1100 Congress Avenue.

RECOMMENDATION: Avoid the APD headquarters and Capitol Building from 10 August through 17 August.

ADVISORY: TEXAS

Governor Greg Abbott has proposed to prevent cities who vote to defund their police departments from hiking property taxes.

RECOMMENDATION: While there is no chatter on leftist site’s regarding the proposed new law. Some demonstrators could decide to take to the streets and voice their displeasure. There is already a recommendation to avoid Austin entirely, this report should buttress that.

LOUISIANA

ReOpen Louisiana is holding a “Rally for Freedom” to advocate for reopening the economy.

SIGACT: ReOpen Louisiana is a group of citizens that opposes what they perceive as unconstitutional shutdowns of the economy and schools. There is no known history of violence with this group.

SITREP: The rally is set to take place on 22 August across from the Governor’s Mansion at 1001 Capitol Access Rd. Baton Rouge, Louisiana 70802. The scheduled start time for the rally is 0900.

RECOMMENDATION: This should be a well-attended rally. As of this writing there are over 470 people on the group’s Facebook page who have indicated that they plan to attend. While there is the potential for unrest or violence, it’s unlikely. Just use caution in the area.
